A new tracking device monitors the movements of Saudi women. Any cross-border move prompts an SMS message sent to the cell phone of the women’s “guardian.” That means that any Saudi woman who tries to leave the country will be immediately found out by the man assigned to “monitor” her.

The “service” was intended to be elective for the guardian, but a recent incident showed that all men are being alerted through the new e-passport system, even if a man’s wife is travelling by his side.

The new system was publicized on Twitter by Manal al-Sharif, a well-known women’s right campaigner and political activist, who received a message from a couple as they were leaving Saudi Arabia at the Riyadh international airport and the husband received a text message saying that his wife was leaving the country.

Sharif, 33, made headlines across the globe last year by leading a “civil disobedience” campaign protesting Saudi Arabia’s ban on women driving. The Kingdom is the only country in the world where it is illegal for women to drive.

Sharif organized about 100 women who drove in the protest. A good number of the women were arrested and jailed, with one women sentenced to 10 lashes (a sentence that was later retracted.)

Women in Saudi Arabia – young and old, married or single — are all required to have the consent of their male guardian in decisions as wide ranging as travel, marriage and divorce, education, employment, opening a bank account, elective surgery and travel.

A woman can even end up in the absurd situation where her minor son is her “guardian.”

A large percentage of women in Saudi Arabia are unemployed – some statistic say as many as 85% — because of the strict segregation laws, among other aspect of Shariaconsiderations. The Kingdom is even contemplating creating all-women cities to allow women to enter the workforce, especially with the inevitable dwindling of Saudi oil revenues at some point in the future.

It appears that the new alert system applies to any cross border travel of children or foreign workers as well. Male “guardians” of these “dependents” are also being notified of any cross-border travel, according to bloggers in Saudi Arabia.

The new system was introduced as part of an “e-government” modernizing program last spring. Instead of the traditional requirement of the “yellow slip” to leave the country, the new system provides “electronic permission” to leave the country.

A recent incident where a single women was rumored to have converted to Christianity and fled the country is believed to have prompted the sweeping enactment of the system.
